I. This city's two-stage assessment for children who do not meet the age requirement for admission to elementary school in the 113th academic year is as follows:

(1) Target Audience: Children registered in Taipei City, with at least one parent or guardian also registered, who are at least 5 years old (born between September 2, 2018, and September 1, 2019), possess gifted characteristics, and have social adaptive behaviors comparable to first-grade elementary school students.

(2) Application Method:

1. Parents or guardians shall complete the online registration information through the "Taipei City System for Early Admission Assessment and Placement of Children Not Meeting Age Requirements" within the specified time and download and print the relevant application forms.

2. Parents or guardians shall bring household registration documents (household registration book or household registration transcript valid within 3 months) and relevant application forms to the special education section of the designated school in each administrative district (Wenshan District - Xinglong Elementary School) for verification to complete the registration process.

(3) Application Fee: A processing fee of NT$20 (hereinafter the same) will be charged for each set of assessment plans and checklists. The preliminary selection application fee is NT$800, and the re-selection application fee is NT$1,500. Children from low-income or middle-low-income households are exempt from the application fee upon submission of relevant documentation for verification.

(4) Preliminary and Re-selection Passing Standards:

1. Preliminary Selection: (Both standards must be met simultaneously)

(1) Standardized intelligence test results indicate an intelligence quotient of at least 1.5 standard deviations above the mean or a percentile rank of 93 or higher.

(2) The learning ability score on the "Preschool Children Early Admission Ability Checklist" must be 22 or higher, and the readiness for admission score must be 38 or higher.

2. Re-selection: Standardized intelligence test results indicate an intelligence quotient of at least 2 standard deviations above the mean or a percentile rank of 97 or higher.

(5) Registration and Admission:

1. Those approved for early admission who wish to attend public elementary schools in this city shall follow the schedule stipulated in the "Taipei City Public Elementary School New Student Allocation and Admission Regulations." Parents or guardians shall complete the online registration through the system announced by the Bureau during the registration period. If online registration is not possible, they shall bring the household registration book, "Early Admission Qualification Certificate" (re-selection assessment and identification result notice), and admission notice to the registration section of the assigned school for registration. Failure to register within the deadline will be considered a waiver of early admission qualification.

2. If the desired school is full, applicants must participate in the priority admission qualification review during the fourth week of April in the 113th academic year according to the city's admission regulations and complete registration at the specified time and manner.

3. Those who wish to attend private elementary schools in this city shall follow the schedule stipulated in the "Taipei City 113 Academic Year Private Elementary and Junior High School and Affiliated Kindergarten Enrollment Implementation Plan" for registration, public lottery, and reporting.
4. Those who pass the assessment and are approved for early admission will be treated the same as age-appropriate children for admission. Schools will assign students to classes according to the city's regulations for age-appropriate children's admission and regular class assignment, without separate special class arrangements.
