Matters needing attention for primary and secondary schools in organizing extracurricular activities for students and guiding students to participate in off-campus camps

I. In accordance with Taipei Education Staff Letter No. 1133084967.

II. Reiterate the relevant regulations of the "Notes on Extracurricular Activities for Students in Primary and Secondary Schools and Guidance for Students Participating in Off-Campus Camps".

III. Students and their legal guardians or actual caregivers should pay attention to matters related to insurance and activity safety in the contract:

(I) Insurance related:

  1. The activity fees include items (such as transportation, accommodation, meals, tours, insurance, and remuneration); and the insurance contract should be reviewed for important matters such as the name of the insurance company, the maximum sum insured, the insurance for significant property damage, and the insurance for significant injury or disability.
  2. Furthermore, Article 9 of the Notes stipulates: "Before the start of the camp activities, the operator shall, in accordance with laws and regulations and announcements by the relevant competent authorities, arrange public liability insurance and related insurance for the itinerary for students as stipulated in the contract."

(II) Activity safety:

  1. Article 8 of the Notes stipulates that the contract shall not contain clauses that exempt the operator from liability when students suffer damage due to unforeseen or unavoidable reasons during camp activities.
  2. Article 9 of the Notes stipulates regarding the obligations of the operator: "If a student falls ill or has an accident during the camp activity itinerary, the operator shall provide necessary assistance and handling; the expenses incurred shall be borne by the student. However, if the operator is intentional or negligent in causing the student's accident, the expenses incurred shall be borne by the operator."

IV. Article 13 of the Notes stipulates: "Schools should guide students to seek assistance from the school when they fall ill or have an accident during off-campus camp activities, or when they have contractual disputes with the operator; the school shall provide necessary assistance in accordance with relevant laws and regulations."
