I. Provide immediate financial support and comprehensive welfare services to individuals and families facing economic difficulties due to sudden emergencies.

II. Please refer to the following for relevant relief recipients:

1. Those whose family life is in distress due to the death, disappearance, serious illness, unemployment, or inability to work for other reasons of a family member.
2. Cases reported for suicide due to economic factors.
3. Family members reported as vulnerable due to economic factors.
4. Those whose family life is in distress during the period when emergency living assistance has not yet been issued, due to domestic violence or sexual assault, and have been reported or placed in shelter.
5. Those who have been reported for domestic violence incidents, issued protection orders, or whose guardianship has been terminated, and are temporarily without residence due to economic factors, leading to distress in their living situation.
6. Those whose family life is in distress during the period when welfare programs have not yet been approved.
7. Others whose family life is in distress due to encountering other unforeseen circumstances.
