Inform students of their consumer rights and safety when studying or traveling abroad

Subject: To protect students' consumer rights and ensure safety when studying abroad, please handle the matter according to the following instructions. For your reference.

1. In accordance with the Ministry of Education's Department of Secondary Education letter No. 1140013214B dated February 18, 2025.

2. According to Article 27 of the Tourism Development Act, the business scope of travel agencies does not include study abroad services. Furthermore, according to Item 4 of the "Standardized Contract Terms for Overseas Study Tours and Prohibited Clauses," overseas study tour activities include study programs and related activities. Among these, study program activities should be handled by study abroad service providers entrusting travel agencies, which is hereby stated.

3. When schools organize overseas study abroad activities for students, they must seek qualified study abroad service providers to protect students' consumer rights and ensure their safety when studying abroad. Relevant regulations are in accordance with the Ministry of Education's letter No. 1130071313A dated July 22, 2024, and the Bureau's letter No. 1133081213 dated July 31, 2024 (for your reference).

4. The aforementioned Ministry of Education's official document is attached as an appendix.
