I. 113 is a 24-hour toll-free consultation and reporting hotline set up by the Ministry of Health and Welfare to provide the public with services related to domestic violence, sexual assault, sexual harassment, and the protection of children, the elderly, and persons with disabilities. In addition to dialing from landlines, public phones, or mobile phones, individuals with hearing or speech impairments or those who are unable to speak can also engage in online chat through the "E-care" official website (https://ecare.mohw.gov.tw).

II. In addition, to provide consultation services for foreign nationals, 113 also offers interpretation services in 5 languages: English, Vietnamese, Indonesian, Thai, and Japanese. Callers can select their preferred language through interactive voice response. If a caller requires interpretation, an interpreter will join the call for a three-way conversation.
